How the 11th Department is Organized
The 11th Department combines a governance structure (to ensure accountability), an executive team (to manage daily operations), and a community-led decision process (to ensure priorities come from members).
Members use the 11th Department platform to collaborate within Diaspora Regions, Haiti’s Departments, and Sector Groups—where ideas are discussed and initiatives are shaped into projects.
Board of Directors
The Board provides governance and oversight to ensure the organization remains mission-aligned, responsible, and accountable.
Executive Office
The Executive Office manages the day-to-day work of the organization and the platform. This team may include full-time and part-time staff, interns, and volunteers. Key responsibilities include:
Advisory Committee
The Advisory Committee provides expert insight and guidance to strengthen strategy, partnerships, and informed decision-making. Advisors may come from business, nonprofits, government, academia, technical fields, Friends of Haiti, and the broader community.
Governing Committee
The Governing Committee helps coordinate decision-making across the organization. It includes the Executive Director and the Chair of each Diaspora Region, ensuring regional priorities are represented and aligned with platform-wide execution.
Diaspora Regions and Haiti’s Departments
Regional leadership helps organize members locally, coordinate initiatives, and support sector group collaboration.
Sector Groups (where decisions begin)
Most discussions, proposals, and recommendations start within Sector Groups (e.g., Agriculture, Education, Health, etc.) inside each region and within Haiti’s departments. Sector Groups surface needs, develop solutions, and propose initiatives.
How Decisions Move From Ideas to Projects
This structure is designed to keep decisions community-driven, while ensuring projects are supported through organized leadership and accountable operations.
Leadership & Operations — The Board provides governance and oversight. The Executive Office runs daily operations, manages the platform, and supports coordination for approved initiatives across Diaspora Regions and Haiti’s Departments.

Regional Governance — The Executive Director and Regional Chairs coordinate priorities across Diaspora Regions while maintaining alignment with the work happening in Haiti through Haiti’s Departments.

Diaspora Regions organize globally; Haiti’s Departments connect priorities to Haiti-based realities and implementation.
Sector Groups — Sector Groups are where most discussions and proposals begin. Members collaborate by topic (e.g., Agriculture, Education, Health) within each Diaspora Region and within Haiti’s Departments, then develop recommendations that move upward through leadership.
